COP21 Limiter le réchauffement à 1 5°C dans lAccord de Paris une fausse bonne idée


Depuis la conférence de Copenhague en 2009, la communauté internationale s'est fixé comme but de limiter la hausse de la température moyenne de la planète à 2°C entre le début de l'ère industrielle et la fin du XXIe siècle. Les pays les plus exposés au changement climatique jugent depuis longtemps cet objectif insuffisant et demandent de ne pas dépasser 1.5°C.
Climat : l'objectif de 1.5°C, demandé par les pays vulnérables dans l'accord de Paris, est-il réaliste ?
Ce débat se retrouve à la COP21 dans l'article 2 du futur accord de Paris. A ce stade plusieurs options restent ouvertes :
  • L'objectif de Copenhague : "Contenir l’élévation de la température moyenne de la planète en dessous de  2 °C par rapport aux niveaux préindustriels",
  • La demande des pays vulnérables : "en dessous  de 1,5 °C",
  • Et une formulation intermédiaire : "bien en dessous de  2 °C" avec une mention de la limite de 1.5°C.
De nombreux pays on pris la parole mercredi 9 pour réclamer la formulation la plus ambitieuse, certains en font même une ligne rouge. Il y a donc une bonne chance que la communauté internationale se donne à Paris un objectif en dessous de 2°C. Mais est-ce réellement une bonne nouvelle ?

1.5°C... promesse d'ivrogne


Compte-tenu des propositions des États, nous nous trouvons actuellement sur la trajectoire d'un réchauffement à 3°C environ. Limiter la hausse moyenne de la température à 2°C reste possible mais uniquement au prix d'efforts héroïques - et improbables (c'est pas moi qui le dit, c'est l'éditorial du numéro spécial de la revue Nature pour la COP21).

L'objectif de 1.5°C, lui, est largement hors d'atteinte. En effet, d'après le 5e rapport du GIEC (voir p. 64), pour avoir une probabilité de 66% de rester en dessous de 1.5°C, il faut que l'ensemble des émissions humaines ne dépassent pas 2250 milliards de tonnes équivalent-CO2 (GTeqCO2). Compte-tenu de ce qui a déjà été émis il ne nous restait plus en 2011 que 400GTeqCO2 à émettre... Au rythme actuel, nous dépasseront ce seuil autour de 2020.
Même en acceptant de n'avoir qu'une chance sur deux rester en dessous de 2°C, notre budget carbone ne serait que de 150GTeqCO2 de plus, soit un sursis de 3 ou 4 ans.

Le monde peut-il parvenir à une économie zéro-carbone avant 2025 ? A ma connaissance, personne ne l'envisage, aucune ONG ne fait campagne là-dessus, aucun scénario n'a été proposé, aucune technologie actuelle ou en développement ne suffit à atteindre cet objectif sans baisse brutale du niveau de vie...

La communauté internationale s'apprête donc à se donner un objectif qu'elle sait pertinemment ne pas pouvoir atteindre.


Un objectif qui risque d'affaiblir l'accord


J'entends parfaitement le désespoir croissant des pays qui subissent déjà les effets du changement climatique et les arguments humanitaires et éthiques en faveur de cet objectif, même inatteignable. Mais qu'il soit quand même permis de se demander ce qu'il implique pour le futur accord de Paris.

A ce sujet, j'ai au moins trois préoccupations :
  • Imaginons, comme cela semble le plus probable aujourd'hui, que l'accord fixe un objectif de 1.5°C et une révision des engagements nationaux en 2023 ou 2024. Cela signifie que cette première révision aura sans doute lieu alors que l'objectif fixé par l'accord sera déjà dépassé. Il me semble prévisible que ce calendrier légitimera un discours de laisser-faire : "de toute façon, c'est déjà trop tard, pourquoi devrions-nous faire plus d'efforts ?" Cela ne peux que nuire à l'ambition de la communauté internationale, voire entamer la portée juridique de l'accord qui sera partiellement obsolète au moment même où il doit supposé produire son effet.
  • Puisque l'objectif n'est pas atteignable par une réduction des émissions, il me semble aussi qu'il fait le lit d'idées dangereuses comme le dépassement temporaire ("overshoot") et d'hypothétiques solutions technologiques pour refroidir le climat. 
  • En cas de non-respect, l'accord de Paris pourrait servir de base à des actions en justice contre les États qui le ratifieront, soit de leurs citoyens (comme récemment aux Pays Bas ou au Pakistan) soit de pays-tiers. S'il contient un objectif irréaliste, cela ne va-t-il pas nuire au processus de ratifications ou inciter des pays à se retirer de l'accord pour éviter des poursuites ?

Les bons textes internationaux sont faits pour durer... Les difficiles négociations qui sont en cours autour de la différenciation montrent qu'une principe inattaquable au moment de son adoption peut, s'il n'est pas assez flexible, se changer quelques années plus tard en obstacle à l'action. N'est-on pas en train de refaire la même erreur en inscrivant un objectif de 1.5°C dans l'accord de Paris ?
