Avis dexpert Il ny a pas de contradiction entre la protection du climat et laccès universel à lénergie


Dans quelques jours, l'Accord de Paris sur le climat sera ouvert à la signature au siège new-yorkais de l'ONU. C'est une première étape vers son entrée en vigueur, et l'occasion se s’interroger sur les effets de cet accord dans les années et les décennies qui viennent.

Les objectifs adoptés par la communauté internationale lors de la COP21 ne pourrons être atteint que pas une baisse rapide des émissions. Cette baisse implique notamment un usage plus économe de l'énergie. Mais il ne faut pas oublier qu'une partie importante de l'humanité n'a toujours pas accès à l'électricité et souffre régulièrement de pénuries d'énergie. Dans ce cas n'y a-t-il pas une contradiction entre la lutte contre le changement climatique et l'accès universel à l'énergie, qui fait aussi partie des objectifs de la communauté internationale ?
J'ai posé la question à Clara Kayser-Bril. Clara est ingénieure et consultante, spécialiste de l'accès à l'énergie dans les pays en développement, elle est intervenue sur des projets dans une vingtaine de pays.



Quelle est la situation actuelle en matière d'accès à l'énergie ?


Aujourd’hui, 1.1 milliard de personnes n’ont toujours pas l’électricité et 2.9 milliards n’ont pas accès à des énergies propres et modernes pour cuisiner. C’est énorme, mais cela reflète une réalité très disparate. Sur le plan de l’électrification par exemple, certains pays ont fait d’importants progrès au cours des dernières années – l’Inde par exemple, où près de 80% de la population est maintenant électrifiée, ou encore le Rwanda où le taux d’accès est passé de 6% à 16% en cinq ans. Derrière ces chiffres, il y a des politiques publiques volontaristes qui ont permis d’étendre le réseau vers des zones plus reculées et de proposer des tarifs spécifiques pour les plus pauvres. Le soutien financier et technique des grands bailleurs de fonds internationaux a aussi joué un rôle.
Dans le même temps, dans de nombreux autres pays et notamment en Afrique sub-saharienne, la situation a stagné et s’est même par endroit dégradée : mathématiquement, le taux d’accès recule lorsque les efforts d’électrification n’arrivent pas à suivre le rythme de la croissance démographique. Cette situation est souvent le reflet de graves problèmes de gouvernance : l’électricité se trouve de fait réservée à une petite élite urbaine tandis que les zones périurbaines et rurales sont laissées pour compte. Il faut également accepter le fait que l’électrification coûte cher, d’autant plus cher que l’habitat est dispersé et reculé. Les avancées technologiques récentes, dont le boom des kits solaires individuels est une belle illustration, permettent de réduire ce coût. Mais mettre l’électricité à la portée des plus pauvres requiert d’importants efforts financiers que nombre de pays ne sont pas en état de fournir.
Le problème se pose différemment sur le plan des énergies de cuisson : alors que l’électrification d’un ménage rural revient typiquement à 500-1500 dollars, 50 dollars peuvent suffire pour améliorer nettement les conditions en cuisine. La diffusion des foyers et combustibles améliorés est cependant très lente, malgré d’importants efforts entrepris depuis plus de trente ans. C’est qu’il n’est pas aisé de changer ses habitudes en ce qui concerne la préparation des repas. Mais on constate aussi, trop souvent, que l’énergie de cuisson est la grande absente des politiques énergétiques : il est plus valorisant de s’attaquer à la construction de grandes infrastructures que de se lancer dans la résolution de ce problème diffus, éminemment domestique, et très majoritairement féminin.

L'objectif d'une réduction rapide des émissions de gaz à effet de serre inscrit dans l'Accord de Paris est-il compatible avec l'accès à l'énergie pour tous ?


L’accès universel à l’énergie ne signifie pas que 100% de l’humanité va subitement consommer autant d’énergie que les habitants des pays riches. Les personnes aujourd’hui privées d’accès appartiennent typiquement à des populations pauvres, aux moyens limités. Une famille rurale au Népal ou en Tanzanie, si elle est raccordée au réseau électrique, consommera de l’ordre de 300 à 500 kWh par an. Sur la base de cet ordre de grandeur, si les 1.1 milliards de personne qui en sont aujourd’hui privées bénéficiaient demain de l’électricité, quand bien même la totalité de cette électricité proviendrait de centrales au charbon (les plus polluantes), l’impact sur les émissions mondiales de gaz à effet de serre serait de +0,2%. Il n’y a donc aucune incompatibilité entre accès à l’énergie et réduction des émissions de gaz à effet de serre.

Quels sont les retours d’expérience en matière d'électrification bas-carbone ? Qu'est-ce qui a marché ? Qu'est-ce qu'il faut éviter ?


Les pays en développement s’engagent de plus en plus sur la voie des énergies renouvelables. Souvent dotés de potentiels importants pour le photovoltaïque (Afrique sahélienne), l’hydroélectricité (Afrique équatoriale, Asie du Sud-Est), ou encore la géothermie (Afrique de l’Est, Philippines), ces pays pourraient ainsi bénéficier d’une énergie sûre, produite localement, et préservée des fluctuations des marchés internationaux.
Mais il faut éviter le dogme du "tout renouvelable" pour les pays en développement. Construire de nouvelles capacités d’électricité  renouvelable est complexe et risqué. Il s’agit de projets très gourmands en capitaux, l’essentiel des coûts correspondant à la construction de la centrale avec peu de coûts d’exploitation ensuite. Or la capacité d’investissement des pays en développement est limitée : les budgets publics sont faibles, l’endettement déjà élevé. Dans des contextes souvent marqués par les incertitudes politiques, mobiliser les importantes sommes nécessaires à la construction d’une centrale hydroélectrique ou d’une ferme solaire est parfois "mission impossible". Par ailleurs, l’électricité renouvelable peut être intermittente (photovoltaïque, éolien) ou marquée par une forte saisonnalité (hydroélectricité, biomasse). Certains pays qui ont tout misé sur l’hydro se retrouvent en situation de crise énergétique en cas de sécheresse. Ceux qui en ont les moyens se tournent alors massivement vers les générateurs diesel individuels hautement polluants. Cette production thermique gagnerait à être centralisée pour en diminuer les émissions et les coûts.
Il est illusoire, et contreproductif, d’attendre des pays en développement la mise en place de politiques d’électrification 100% verte. Il faut certes poser les bases de la croissance verte, mais en privilégiant les complémentarités entre différentes sources – comme le font depuis des décennies les pays industrialisés.

Selon vous, quelles technologies ou quelles méthodes ont le plus de chance de se développer dans le cadre de la mise en œuvre de l'Accord de Paris ?


On parle beaucoup d’électricité renouvelable mais il ne faudrait pas oublier les questions d’efficacité énergétique et plus globalement, d’utilisation rationnelle de l’énergie. A quoi sert-il de produire une électricité 100% verte, si elle est immédiatement engloutie par des climatiseurs inefficaces qui tournent à plein régime dans des pièces mal isolées ? Les constructions modernes tout-béton qui poussent comme des champignons dans les pays en développement sont un véritable non-sens énergétique. A mon avis, les techniques qui devraient être le plus soutenues sont celles qui permettent de réduire d’entrée de jeu le besoin, à commencer par l’architecture – bioclimatique, matériaux traditionnels etc. Le chauffe-eau solaire, très répandu en Chine par exemple, est encore balbutiant en Afrique alors que c’est une solution abordable, robuste et efficace. Ce n’est pas de la high-tech, c’est sûrement moins sexy qu’une éolienne ou un panneau photovoltaïque, mais ça marche !
Sur le plan de la production d’électricité, l’Accord de Paris va certainement permettre de poursuivre le soutien apporté à travers le monde à l’électrification décentralisée. Des technologies bien établies comme la petite hydroélectricité, d’autres en plein essor comme les hybrides photovoltaïque-diesel ou les gasifieurs biomasse de petite taille, devraient se développer.  A l’échelle domestique, les solutions photovoltaïques individuelles (lanternes, kits solaires) devraient poursuivre leur progression en bénéficiant d’un soutien plus marqué – couplé au développement des appareils très économes en énergie, comme les lampes à LED.
